Hate to say it, but I'm going to call troll on this one. Why you haven't explained the cat's symptoms yet doesn't help. One thing I do not understand is why they want to do an ultrasound and an MRI when they both scan the exact same things. Of course MRIs do it better, but why do both? At my semi-expensive vet, ultrasounds are $400. Understandable that the MRI is quite pricey considering the cat needs to be put under which "requires" a blood test to make sure it doesn't have a reaction to the anesthesia. Still would like to know what symptoms your cat is having. 95% of vets try to screw you out of money when nothing this wrong. Pet insurance is okay, I have a friend that works with a pet insurance company unfortunately there's many restrictions in what they will pay out for your pet, essentially, if your pet hasn't had insurance since they were 2 and having absolutely no problems then you're covered; but you also need to keep your animal up on all shots. Varying quotes around 50+ 50x12=600x7=$4200. At any rate, I hope your cat gets better, or maybe you can inform us of the symptoms so we can at least give you ideas, vets essentially don't know much more about the problem than us.
