Level 4 Mez isn't 100% mem blur although it is pretty high, and it's not AE like some of the later mem blur spells.
It also only last 4 server ticks, so if you are trying to keep 4-5 targets locked down when your doing some dungeons in the 50s you'll probably want to upgrade to Entrance
