just like everyone has been saying, your antivirus or something, is not allowing you to properly patch dsetup.dll from the latest zip file.
maybe your AV deletes it from the zip file as you are downloading it, so you don't even get a chance to unzip & apply dsetup.dll
now that your AV is gone, re-download the latest patch ZIP, and try again.
