Depends on zone and soloness. In a high ZEM zone, probably 30-40 solo would get you a bubble on a toon with no XP penalty.
That's why people like soloing areas like CoM cloud city, Sol B Lava duct crawlers, Kedge seahorses, permafrost bears. All those mobs are 45-46ish and provide solid XP even through 50s if you're solo cause they are easy solo kills.
