Guards yes, my first character on P99 was a troll SK who spent a few whole evenings in wall groups in CB... turned warmly to Kelethin/Felwithe guards.
Imprtantly though, it's just guards... banking in Kelethin can be an issue if he sees you, and other factions (class guild trainers, bard quest NPCs, etc) will still want a piece of you... and correcting vendor faction is far too long a process to want to do. Best to get a good samaritan to buy/sell for you if you trust them
