One great place that was not mentioned in the OP is the minotaurs in Steamfont Mountains. The mobs are roughly around level 10-15ish but they can drop gems like peridots, emeralds, and others up to, I believe, black pearls that sell for nearly 20pp.
For the level of the mobs and the value of the drops, I believe it is the best low level spot in Classic Everquest. You won't see similar gem drops until the mobs are about 20 levels higher in other places.
