My understanding is that due to several "holes" in the server code that was released, developers have to use old log files, a lot of guesswork (not to mention time investment), to release new content and fix existing bugs, etc. That said, does this announcement mean there will be more cooperation in terms of providing missing data, and if so, specifically to P99, EQEMU, and/or the entire EMU community potentially? What does this mean for users and game clients?

In a nutshell, is Daybreak endorsing EQEMU, or P99 specifically as an orphan work from a copyright perspective, or is this something else?

I think titanium was the last set of game dics with the original client before eqlive changed over to all the revamped stuff.Thats why i think we can only use that client.
