You definitely want a peggy cloak, jboots and a see invis item as soon as you can get them. Wizards work best nuking from above if possible as they're quite vulnerable... work that Z axis

Can't remember what I killed sub 25 but I do remember hitting up the sister isle in OOT, the bard in Feerrot, Highkeep guards, spectres etc. She's a dark elf, probably better in hindsight not to completely trash Freeport faction but it was profitable.
That's the thing about red, you want to make bank as you level a bit more than on blue to cover spell costs which come around a bit quicker - especially now.
