If you don't mind how out of the way it is, Permafrost entrance is great for a solo chanter from about 12 - 18. There's about 5 or 6 mobs near the entrance; at level 12 you will only be able to do 1 or 2, but as you level up and kill faster you can do all 6. Just do it with the pet (slow mob, haste pet, stun mob occasionally) as at this level charm is not reliable.
Grouping is more fun (IMO) but solo is almost always better xp if you can do it efficiently.
