this to me sounds like a problem of too many customizations. some of which are most certiaunly outdated and should not be used - the EQLauncher for one, and Duxa all-in-one installer is another custom piece that is just another point of failure in this instance. stick to the basic install, test and see if it works, then add a custom piece, test and see if it works, rinse repeat.
