There is an old thread (2013) where a poster said he tested this and the answer was yes. I'm unclear from the thread whether or not he HAD to break charm and then recharm to make it work, or if it works by handing a single-charm mob 1 ring at a time, or if it works if you just hand both at once (like weapons).
Another post in the thread says they tested 3+ rings and 2 was the max.
I suggest testing yourself on lvl 1 mobs with 55hp rings to make sure you're doing it right.
