wtf? that makes as much sense as saying a druid is just a shitty rogue. bards do shit DPS and don't tank. rangers don't buff/CC/mana regen.
Only similarity I can think of is that they can be played by the same races.

There are about 12 GOOD Bards on the whole server and you know that. Most are one song Wonders who are AKF half the time. A Good one is great, most are a waste of a slot in a group on here.
