Right now there are negative amounts of plans for Luclin. Instead of building on the present mechanics, it circumvented them (Bazaar, etc). Velious is generally agreed to be that last expansion that had the "classic spirit".
That doesn't mean that the content stops at Velious, though. The devs have talked about the possibility (and I emphasise "possibility") of custom content that follows the classic spirit. Personally, after their work on essentially rebuilding Velious from scratch I'm pretty confident that some excellent things will come from it.
We're also looking at the possibility of additional servers such as a team pvp, and/or a server that starts at classic and follows the correct timeline (Instead of the eternity of Kunark we've had in blue).
I would wager that more details will be coming after Velious is stabilised, since the Devs will have a lot on their plate until then. We're all just as excited about these possibilities as the rest of the community, so I would stay tuned in the months to come.

There are plenty of places and chances for the devs to add custom content to classic EQ. I am sure Sony probably added things later like they did in LoIO the underwater temple. But that along with the door in The Hole and a few other places would be great for openings to other zones of custom content. Maybe even something like repurposing the fire pots to where they go to planes similar to PoP zones or something where instead of lower to mid range content like Warrens maybe raid content to mid range content and leave old world zones for the lowbies who havent experienced it or for alts being pwrlvled through it.
Or they could focus on more old world->velious GM events things like that badge quest that occured in the Karanas or maybe the legacy type events where certain zones are boosted and slightly changed for short periods and drop legacy items that may be great or may just be trophy type items same stats but different name or graphic.
