Cazic Thule crocs down below is where people always took me from 20-28 or so. They don't drop any loot so no one ever kills them except for PLing.

They drop pieces for the Magician focus item quests and they are pretty good exp to duo around the low-mid 30s, so I wouldn't say that there is no one ever there killing them. It was pretty hit or miss for me.
