Paladins actually do get better in velious. Like you said, mobs get a lot better, therefore less solo, therefore, more groups.
Groups need tanks, paladins are the best tank for groups. DPS can relax their clenched anus because they don't steal agro when they start doing their thing when a paladin is tanking.
This makes it a more pleasurable experience to play with a pally. Tougher mobs is actually a great things for them.
