It is useful for minimizing critical failures on lulls, but that is greatly reduced with a cha buff and crude stein (provided you are not an ugly dwarf) and all but eliminated with levels. I would not advocate spending starting points on it for that, since in the end it does not bring that great am improvement to one's quality of life as a paladin.

Being a cleric who lulls frequently, bag room for a cha gear set can be hard to come by (as can cha buffs at times). And no, level's dont eliminate the need for cha except in trivial zones (ie lguk at 60).
Considering a paladin's role is not to do dps, they have on-demand agro, and sta is a stat which, with buffs, is going to be much easier to max in Velious, this makes me much more interested in cha. Of course, if you don't play a paladin like that, then ignore cha, but this makes an emarr human paladin (great/cheap armor) and a tunare high-elf paladin much more attractive IMO. Cha is sorta the last frontier for extreme raid warriors, pulling paladins, and crazy clerics.
I would not recommend it for a person who doesn't have an idea of their playstyle and a specific end-goal in mind, but I merely wanted to take issue with the poo-pooing of Cha's value.
