Permafrost starts at level 15ish. i soloed there from 20ish to 28ish ( the front mobs were green to me) and moved between there and the woolly mammoths out front. was a ton of fun and also between the armor drops inside and the woolly mammoth tusks outside i ended up making a lot of cash.
