I'm on this one. Got the candle off the sarnak pretty quickly. Went to the area in FV to look for the swashbuckler where it said in the wiki. The barb for the iksar monk quest was up roaming the area. I killed him and a few minutes (15 or so?) I saw the halfling. Unfortunately I was out of mana from trying to kill the troll Fizzle (he blinded me and healed himself and I had to FD). So I followed him around waiting to get enough mana to kill it. He walked towards the west along the ridge of the cliff (by 3 on the map). The pathing was a bit buggy, and he was bouncing up and down the cliff. Eventually he stayed down below, and unfortunately I never found him again. I think perhaps if you park yourself just a bit NE of the ruins at 3, he would eventually path into you. Not sure if killing the barbarian spawned him or not.
