Monks can't mitigate procs and AE's. I suspect we'll still have a lot of need for raw HP tanks going forward.
AC could certainly use a bit of tweaking, but I do definitely remember monks being absolutely OP in velious era, despite being 14 at the time and still getting school bus boners.
