Make all spawns everywhere 1 minute respawn timers. Ensure there is enough for everyone everywhere, no matter what anyone wants to do. Orc Pawns, ct mobs, lguk spawns, phinny, Naggy, Vox, Inny, CT, sky mobs, all on 1 minute timers. This is the obvious solution.
