GMs summon rotted corpses to EC next to the freeport zoneline when they respond to petitions.
If your character is ever logged on by a GM for whatever reason, you'll be moved there as well.

I can confirm that this is a GM cult ring of corpses and one of them is my body! I left a bag with some things on one of my corpses and it went poof, ty Eunomia for summoning my body!
