I don't think that
ANY NPC in Tower of Frozen Shadow should cast Magi Curse. Other than the one reference above for Vhal'Sera spinning you, I've not found any mention of it in classic. And that's the only reference to it. I think he actually cast the spell "Whirl Til You Hurl" as he is caster NPC. If he had an unresistable stun proc, people would complain about that more than the resistable charm, but they don't.
From what I can gather, there was a period in 2005 where the tower experienced a temporary revamp for a game event. Tserrina kidnapped Firiona Vie and the tower got all buffed like what happened in Befallen during classic. When the event was over and the tower was reverted to "normal" the major NPCs had the Magi Curse proc.
Prior to that the chief complaints are that Cara Ormica casts Complete Heal, Vhal'Serra charms, and Tserrina blinds and charms. All of their effects can be resisted.

That last guide also says that there should be two types of "enraged vampires" on floor 6b a male and a female. Male should melee, female should be an enchanter and cast Gravity Flux. That matches my memory.
VhalSera should walk up to the center of the room at the top of the bridge after he spawns.
Tserrina should walk up to the top of the spiral staircase if you don't kill her when she spawns from a bat. She should also gate there. (I couldn't test her gating because I couldn't get her below 90% health as a 60 bard.)
I can't verify this, but I think there's also a problem with how Cara and Vhalsera are spawning. Both have an "always spawn when I kill <X> but sometimes they seem to spawn anyhow." I think that other NPCs (probably in the same spawn group) on the floor have a very small chance to spawn them in addition to the one trigger that always spawns them. This created the early confusion about how to get them to spawn and made the dungeon slightly more crawl capable. It's taken me almost a week to solo my way through it on Beta. And here's why I think this is the case:

It appears that Cara Ormica has a chance to spawn Cara Ormica on her death. I am pretty sure that I remember this myself. So that should give some insight into how the system works. Cara is probably listed in her own trigger spawn group.
