Are you guys sure you're not thinking of targeted AE spells for the 4 mob limit? AE mez, snare, rains, dd, etc all have a 4 mob limit, but I don't remember anything related to single target spells. I mostly played a monk and rog on live though, so don't really have a strong recollection either way.
