You're supposed to only be able to root a maximum of 4 mobs at a time. I don't think they ever got that pushed in here.

I've lobbied for this change before, but cannot find any supporting evidence.
But root should follow the same logic as any immobility spell (ex. snare) wherein it's only able to affect 4 NPCs.
