Yes, he was in violation; if it went down the way you described it Elcarim. Engage in conversation with players next time perhaps, and either log the data or take screens. Time stamped logs could be better if the player chooses to ignore you. And because no one should be afk who is up camping the mob or the ph, any non response would be a clear attempt of said party ignoring you, not just afk. Unless they are taking a quick bio break with an AFK tag.
