Dogs in Chardok should be seeing rogues, and maybe royals/their guards.

I fell in the trap while sneak/hid and the King/guards did not aggro me. I can't say the same about the Queen but my assumption is the same.
I think the dogs are the only thing you have to worry about in that zone.
Although I did hand a Sarnak my lock picks on accident while trying to open the door so that killed me pretty good

I used to sneak/hide to ass/sup all the time as early as lvl 30 and never got aggro once so I don't know about that gargoyle that sees invis. And yes, you can do this as early as level 3 when you get hide. Just be sure to get a successful sneak/hide message. Also, if you strafe sideways while sneaking it's a LOT faster than moving forward.
Oh and one last thing, I think there is a safe spot pretty close to ass/sup. May be better to camp out there instead of going all the way to the zone line. Ask around to see where it is; I don't remember exactly where it is.
They fixed sneak/hide a few months ago so it works much better now. I'm only ever careful in solb and a very few select other zones.
