Any mob on the raid page is treated the same, Sirken even specificly mentioned the duo able mobs as, sure they can be duoed but that is not ok, and anyone trying it can expect a harsh treatment from Sirken.

I'm pretty sure there is no rule against duoing a raid mob if you can kill it with two people. You're making things up.
However, you're not allowed to stall by using more than one DA while waiting for more players to show up.
