Yeah I'm calling BS on "giving" Europa a shot. They were spooked into a rushed attempt, hence FTE + CoTH reinforcements. That's how TMO and IB raid. You are disregarding the other half of the equation - both sides of the table were far apart on discussions. Paint broader strokes, though....
...but spot on with the assessment - it's not always who gets FTE first, it's who's actually prepped FOR that FTE, and they jumped the gun. I wasn't even there, but it sounds like it was a close race on deployment and had they had a few more people down before pulling the trigger, they probably would have had it.
