Freeport's multi-room buildings and Kelethin's out-of-the-way huts (for example) make it easy enough to find a spot off the beaten track where you can drop items and not worry about passers-by looting them.

This trick should work if there is no nearby NPC that likes to grab stuff.
It happened to me in Qeynos once: "Guard XXX picks something off the ground" and my item was gone!
