This is the way it is currently working now, and should be tested if it hasn't been. Kcor gives quests for helms, mercs, and toes. Enots gives quest for helms.
I do not have hill giant toes as a possible quest component.

I've done a ton of digging (although not on wayback), and aside from the linked post above (which appears to be an obvious mis-type years after Velious), I can find no evidence he ever took hill giant toes. I can, however, see where he was bugged to not accept one of the toes he should have. Sorry, I wanted the hill giant toe thing to be true, just can't find any evidence of it.
