The qualifier was that the guilds would be forced to share a slot on all mobs, and at all times of the day, removing the opportunity to act individually as a guild in the parts of the day that was reasonable, and helping out each other when that was the reasonable solution.
The demand for the rotation to stay in tact was that a guild had to use the same tools to beat Gorenaire as to beat Maestro (ally on one ally on all), and most of us didn't think that was reasonable.
On top of that, there was also a tier system where consecutive terrible spawn times on the same mob (again, talking about what we want to demand from our members in terms of getting out of bed in the middle of the night) would complete remove access to not only said mob but to a whole host of mobs that was put in the same "tier". As an example you had to be able to kill CT within 60 minutes any time of the day to still have access to mobs like Sev and Fay, and you had to be able to do the same with Gorenaire to have access to VS etc.
I don't really want to argue about what is right or wrong about the proposal here, as it was already done in FAP and at length in other parts of this forum, but I think its important that everyone has a good understanding of what the proposals meant and then they can make up their own mind.
We are where we are now because a majority of the guilds didn't want to submit their members to the proposed system and the massive changes in the way we operated in the Class R environment, and when the changes couldn't be forced through, a number of guilds choose to suspend/end the rotation because in their eyes FFA was better than the current system.
I hope that is a fair representation of what happened.
Currently there are no real negotiations going on around the rotation, since the parties are to far apart in what they are willing to ask from their members (which is why we are seeing Taken getting a "free" Sev), and how they want to operate as entities both individually and in alliances.
