The raid classes were formed to stop the multi-year monopoly of one guild of all raid content by poopsocking every single target during the duration of every single spawn window and rapidly mobilizing a zerg force to take it down.
The raid class establishment caused the near complete dissolution of TMO - leadership was booed off the server by peons wielding torches and pitchforks and have yet to return (likely all playing anonymous alts right now) Much of TMO went to IB - in fact when IB came back to P99 around April 2013 they kicked it off with a nice little "tribute" to TMO in the form of a clandestine late-night item swap in the jungles of Trakanon's Teeth.
Class C and Class R are formed in the beginning of 2014 - Class C has sole access to VP (all those old TMO VP keys worked out real nice for IB - so really TMO and TMO have sole access to VP)
Class R gets the other mobs on a restricted basis that eventually becomes rotational. Many guilds the size of TMO and IB do not join class C because they do not have VP keys and they do not have level 60 toons.
These terms were agreed upon after thousands of manhours of nerd diplomacy.
Chestquest brings us right back to the very problem we tried to solve in the first place, except now you don't even need an army of level 60 toons or access to VP.
Just bitch and moan that you're entitled to more mobs because your guild is bigger (i.e. will recruit any odd nub off the street and have 0 expectations of them to reach level 60 or have any remote idea of how to play EQ) In the process, you completely throw away the hours of negotiation in which ~all~ guilds were involved.
You also bring the server back to where it was before the start of the raid classes. That's okay though, because your competition has been removed at this point. Instead you want to "compete" with guilds that never had any expectation of having to "compete" in the first place. The only reason they were formed is because of the raid class system.
