Actually, everything FFA with 5 weeks lockout would work.
No more complicated rules, just no lockout in VP.
This would also work in Velious: no lockout in ST, everything else 5 weeks lockout.
The Class R and C playstyle would never collide. Current class R guilds would not go after targets unless the neckbeards were on lockout.
If TMO and IB still insist on ripping each other's throat they could even share a lockout.
No more trying to *promote* guilds from R to C, transition is natural.
The server would be civilized, no more 1 or 2 guilds monopolizing the content.
You could even remove the lockout on a target if it has been up for 6 hours, to make sure no mob stays up for a week or more.
