AC is king for tanking group content at all levels. The soft cap on worn ac varies by level though and is easier to reach at lower levels, freeing up slots for HP or STR. Beyond AC you will want to focus on HP. You can choose to focus on STA before HP, but at low levels STA does not fair well against most raw HP items.
STR is also important if you plan to solo as a knight, or if you want to contribute more in a secondary role as a war. STR does not directly contribute significantly to damage at lower levels, but it does raise your attack rating from which your accuracy is derived. It is also valuable because it allows you to carry more weight and thereby where heavier items.
In summary:
AC > HP > STA for all tanks at low levels
AC > HP = STA ( depending on amount of sta/hp) at max level
STR is situationally important for weight management and actually hitting things when you swing.
And to your original question about AGI, it is less important than all of the above.
