Pretty sure most outside city guards are supposed to be 50 and hit for like 135, that first line of defense. Ogres outside oggok, Freeport guards at freeport gate, Dorfs outside kaladim are all much meaner than there inner city counterparts. However not all guards are, the 2 erudite outside of erudin are like lvl 30 so maybe they just gave those 2 first line of defense guards a few more hp and a little more dmg but didnt raise the level?
