Anything Azrael does is not a zerg. Anything Holocaust does is a zerg.
This remains true regardless of how many players from each side are involved in a particular encounter.
Out of range characters who don't affect the situation in any way also count.
Also, there are adjustments to be made. Azrael numbers count at a multiple of .5 to .75, and Holocaust numbers count at a multiple of 1.5 to 2.0.
