There's always a percentage of failure on Chardok pulls no matter what. Its not a matter of "skill" as much as it is not being a complete idiot. Even if you do everything "right" there's still a chance of failure.
Chardok AOE started as a way for certain guilds to crank out lvl 60 toons in anticipation of a Velious that has been "coming out in 3 months" for two years. Its dying off because its pretty much a scam.
People don't pay for proxy pulls anymore because people have become hip to how bogus it is. Really how much time are you actually saving paying for proxy spots to lvl? All errors included you're lucky to get a pull on total average every 45 minutes. You're paying thousands per pull, and it takes time to make plat, unless you RMT it (which is undoubtedly rampant at AOE) Things stop adding up very quickly and its not even worth doing the math.
And get this - - you may see the ppl who make plat off chardok AOE flossin' with their Manarobes etc but here's another sad part of the math - how many hours of AOE proxying does it take to make 100k? 300k? That's another number that stops making sense after very little time thinking about it.
