I did the whole quest on my ranger at lvl47 and had the stones mq'd at 47, I'm not sure there is any req to starting the quest or talking to telin bc i didn't run in to any.

Pretty sure that's not classic. On live, I never saw people walking around with epics at level 1, despite MQ's, and yet you do here.
If memory serves, Telin wouldn't even talk to you unless you were level 51+, and hand-ins required you to be of similar level.
The OP's question is valid, coming from live. Things work a little differently here it seems.
