Dornish "master plan" requires that Doran is either a master or knows what a plan is. Even attributing all the knowledge in the world possible to him at the ending of Robert's Rebellion he's still allying himself to an exiled house (The Targaryens) with absolutely no power against the very solid power block of the Rebellion (The Vale, The North, The Riverlands, Stormlands, and the Westerlands) with only Dorne (the weakest of the kingdoms) at his call for sure and possibly the Reach. He wouldn't be able to call on the Golden Company (since they're Blackfire supporters/loyalists) and even at the start of AGOT it's clear that Viseris would never be a great commander of men. Only does the introduction of magic into the world allow Danny to do anything ever.
