There are two different sets of upgrades. A general Velious uber loot upgrade (NToV, Sleepers, Kael items) in
June 2001, but also the major 2 hander upgrade in
October 2001 which retroactively upgraded a bunch of the 2 handers in NToV/Kael/Sleepers and even Blackstone Maul/Trorsmang in VP.
As for the specific question as to whether the uber items will come in original or upgraded flavor at the release of Velious:
