He should proc Targeted AE, not single target.
Sontalak was not a "keep the tank alive and you win" fight.
To defeat Sontalak you had to kill him before his Area Damage decimated your raid force.
Your entire raid force will be able to stay alive for one minute even if they are taking the full 650 damage from each AE and he only procs that shitty Char.
Trust me, he will be an absolute joke.

He should proc both char and his 650 dmg AE. When i tested sonta on live the only spells that had a cast message were:
[Wed Dec 31 11:01:53 2014] Sontalak begins to cast a spell. <Beholder Dispel>
[Wed Dec 31 11:01:48 2014] Sontalak begins to cast a spell. <Dragon Roar>
[Wed Dec 31 11:01:56 2014] Sontalak begins to cast a spell. <Annul Self>
No cast message:
[Wed Dec 31 11:02:12 2014] You resist the Molten Breath spell!
[Wed Dec 31 11:02:15 2014] You resist the Char spell!
