Yes, it does. "Casual" is a state of mind, not indicative of time spent.

I do believe though in this case the term casual was specifically intended to differentiate between an every day player no matter how many hours they play and a Guild involved Raider. It's in reference to what gear is attainable Solo/6 man group or in Raids.
