Bilbis Brian should be despawning at 8AM Game time, and repoping with a chance to pop Watchmen Dexlin occasionally (who also depops at 8AM game time). Right now it looks like the watchman is only there if he happens to pop when the server goes down/comes back up or when somone kills Bilbis.
