I have been playing on 1999 for a couple weeks and having fun. I must admit that it is a bit of a challenge starting over from scratch. Is it possible to move an old character who stopped in POP to the 1999 server?

Unfortunately no. There are no character transfers as there is no affiliation with the live servers, just the game itself. The reason it was made was to go back to the original 'classic' version. Besides there were a lot of changes in PoP that wouldn't exist here. Starting over in it's original format is reason I like playing and still do. Take the time and have fun with it.
