its an inner city thing too.
lots of blacks with me in the army had to learn how to swim for a specific military school but never had the chance as a kid.
some whites and hispanics also had to learn how to swim too but was mainly inner city blacks.

Not really a thing near New York/New Jersey area. White people are the minority at public pools in our cities.
