Probably because the server population as a whole has made a piss-poor beta testing effort, as if there is someone else who's going to do it for them.
The server staff has been asking the regular players -- most of which have been complaining about wanting velious for literal years now -- to get on beta and test things. A couple of hundred out of a few thousand that likely play here have contributed. Devs need data to make sure shit works properly, and an inside team of a dozen people is not going to get it done.
Are you level 15? Do you feel like your presence on beta makes no impact, because you're not killing dragons? Think of it this way: Even if you just log on and sit there, at the very least, you're stress-testing the hardware.
tl;dr: They need everybody they can get to log on and just do stuff. Now go do stuff!
