Base attack speed was adjusted across the board. But rate of duel weild, and double attack was lowered.
Parses showed little difference in DPS.
As far as slow, I will look at it. There may be some rounding that negates it for mobs that attack too fast. The formula for slowing was not adjusted in the code though.
