I'd be surprised if it was in game, given the first comment on its Allakhazam listing is june 2001; Since SoL was released Dec 2001, it should eventually be on the server, but probably not yet.

I just started the quest and so far it is in game. I just can't find the mob that I need to kill, a ghast.
