Increased duration on Bard Charm songs to 18 seconds from 12 seconds.

Should be 2 tick duration until 6 months into Velious. 3 tick duration is too good for a class that can continually move and cast.
That being said, maybe some NPC assist code could be looked at for this to facilitate classic swarm kiting.
