I've brought this up a few times recently. I thought I'd remembered it but I also thought it was a little silly. Regardless, I distinctly remember EVERYONE doing it on my server - inspecting someone without asking could put you on the social blacklist for forever if you did it to the wrong person, and if someone said no, you just didn't do it.

Yeah on Torvo it was a no no in the beginning to inspect. I think on here people have changed. But in the tunnel a lot of people are afk so hard to know if they might care or gone having dinner lol. I mean it sure does not hurt to ask! But sort of a pain to do a tell to do it. I would not just target someone and ask. Everyone knows your doing it and if the person gets pissed wow then you look like a goat.
